More context & the original report

Florida's Weatherization Assistance Program provides grant funds to community agencies and non-profits to help low-income families reduce energy costs. Households must earn no more than 200% of the federal poverty level, with priority given to seniors, people with disabilities, families with young children, and those with high utility burdens. Weatherization services include air sealing, insulation, ventilation, and repair or replacement of inefficient heating, cooling, and water-heating systems. The U.S. Department of Energy estimates that these services save households about $358 annually and yield $2.69 in benefits for every dollar invested.
